Responsibilities
• Develop clear, detailed, and precise specifications for RFPs, RFQs, and other procurement documents.
• Align specifications with trade agreements, public sector regulations, and organizational guidelines.
• Conduct market analysis and industry research to inform specifications.
• Work closely with ministries, legal teams, and other stakeholders to gather and refine requirements.
• Identify and address potential risks related to supplier performance or disputes.
• Provide guidance to procurement officers and train teams on applying specifications effectively.
• Review and update specifications to align with evolving organizational goals.
Qualifications
Mandatory Qualifications:
• 6 years of experience in executive stakeholder relationship management and engagement (i.e., determining the needs of senior stakeholders and understanding business priorities and pressures).
• 6 years of experience assisting in reviewing, evaluating, and providing test input during business requirements gathering and detailed design specifications.
• 6 years of experience in public sector procurement processes, including an understanding of trade agreements and competitive bid law.
• 6 years of experience providing guidance to procurement officers and stakeholders on defining, interpreting, and applying technical specifications for RFXs (Requests for Proposals, Quotes, Information, etc.).
Desired Qualifications:
• Completion of SCMP or other equivalent courses and associated certificates.
• 4 years of experience with MS Office Suite (Excel, Word, PowerPoint, Outlook).
• 4 years of experience working as a Trainer on at least one project in a large organization or public service environment, impacting 100+ staff.
• 4 years of experience managing complex programs to meet business outcomes.
• 4 years of experience with professional research methodologies.
