Responsibilities
• Responsible for the design and implementation planning for the Courts Security Program including strategic planning, design, procurement and implementation.
• Oversees all aspects of the project. Builds an effective operating environment, defines project objectives, scope, and guiding principles, conducts comprehensive analysis of the projects, monitors and summarizes progress of the project. Builds and maintains working relationships with Courts stakeholders, project vendors, and GoA departments involved in the project. Prepares reports for management regarding status of project.
• Compile project charters and business/project plans with clear objectives and expected project outcomes to support activities, including the most suitable approach to be used in the development of each deliverable and work product, to ensure business objectives and data integrity are achieved.
• Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the organization’s enterprise architecture and security posture.
• Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
• Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
• Manage multiple tasks, project resources and project governance.
• Conduct consultations with key internal Courts stakeholders and Ministry of Justice stakeholders
• Work with project vendors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
• Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
• Coordinate with leadership to develop a well-defined project plans that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
• Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
• Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
• Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
• Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
• Develop, as required, related requirements documentation.
• In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
• Provide leadership and assistance to project teams that require change management and communication support.
• Engage and establish positive working relationships with subject matter representatives across the Alberta Courts and Court Technology Services to ensure that project decisions, directions and recommendations align and consider broader Court directions;
• Provide input and/or develop Chief, Minister/Deputy Minister/Assistant Deputy Minister-level briefings, as required;
• Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
Qualifications
Mandatory Requirements:
• 8 years of experience defining project scope and goals in collaboration with business stakeholders.
• 8 years of experience developing project deliverables, including project charters, business cases, briefing notes, status reports, risk logs, and project closures.
• 8 years of experience managing custom application development projects with at least 5 team members.
• 8 years of experience managing multiple projects concurrently.
• 8 years of experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations.
• 8 years of experience working as a Project Manager on a large, complex custom software application development project (where the software is developed in-house for that specific organization) in an environment of similar size and complexity to the Government of Alberta.
Desirable Requirements:
• 4 years of experience conducting, facilitating, and interpreting impact and risk assessments across multiple scenarios.
• 4 years of experience creating and managing project forecasts and actual budgets.
• 7 years of experience developing and maintaining positive stakeholder relationships across the organization, including at the executive level.
• 2 years of experience making decisions and recommendations on highly technical or complex issues without formal guidelines or precedents, demonstrating resourcefulness and ingenuity.
• 3 years of experience working in or for the public sector.
