Responsibilities
Provides project management on large-scale, complex, high-profile, and high-risk projects for OPS I&IT initiatives. Ensures project deliverables meet clients’ business requirements on time, within scope, and budget, with a focus on aligning with Information Management principles, Agile/Scrum methodologies, and scalable minimum viable products. Develops executive reports, presentations, and implementation plans while leveraging strong communication, facilitation, and problem-solving skills to drive successful project outcomes.
Qualifications
Must Haves:
- Knowledge and understanding of Information Management principles, concepts, policies and practices.
- Experience utilizing, managing and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
- Experience providing executive reports, presentations and implementation plans.
Nice to Have:
- Knowledge and experience of the Registry system (ex. Catalyst).
- Excellent communication, facilitation, negotiation, consensus-building, and problem-solving skills.
General Skills:
- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.
- Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met.
- Experience developing and managing project schedules, deliverables, and scope.
- Ability to promote I&IT project management best practices and adherence to standard methodologies.
- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures.
- Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision-makers.
- Leads and conducts business analysis in order to assess clients’ business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
- Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
- Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modelling, service lifecycle modelling, business event modelling, business process mapping, value chain analysis, and other related disciplines.
- Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations.
Desirable Skills:
- Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge.
- Knowledge and understanding of Information Management principles, concepts, policies and practices.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
- Experience in structured, object-oriented and agile methodologies for user requirements.
- Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice.
