Responsibilities
- Required to work with the project teams to fulfill a variety of roles from solution design, release and environment coordination, portfolio management and executive reporting.
- The assignment entails working with managers, team leads, program analysts, and subject matter experts of various ministries and CSC throughout the engagement.
- Ensure accountability for the program’s centralized group of projects and their successful full life cycle delivery.

Qualifications

- Demonstrated experience understanding and articulating I&IT executive expectations and translating into program deliverables;
- Experience directing, managing and leading multidisciplinary project teams including multiple Project Managers, each responsible for an element of the project and associated matrix team members;
- Experience monitoring and managing the cost, risk, schedule, governance, technical performance, and program impact of each of the component projects;
- Experience providing a program/portfolio view of project inter-dependencies and external project dependencies, monitoring and reporting on exposure levels;
- Experience leading Identity Access Management (IAM) modernization initiatives, using technologies such as Microsoft Entra ID & Oracle IAM;
- Experience analyzing program and organization’s environments to identify potential risks and issues; articulates and prioritizes issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule;

- Experience seeking new and unique business processes, technologies and products to benefit programs, portfolios and projects;

The Level 3 Program Manager will also be required to:
- Complete work and achieve milestones within the assigned deadlines;
- Notify the Cluster/Ministry Project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as the he/she becomes aware of them;
- Submit Deliverables for the Cluster/Ministry approval as they are completed;
- Comply with the Ontario Government and the Cluster/Ministry security procedures and practices;
- Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices;
- Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines;
- Provide knowledge and skill transfer to a designated Cluster/Ministry staff; and
- Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards and Procedures.
Other Experience and Skills:
- Based on the scope, the senior (level 3) Program Manager must have a minimum of 10+ years of the following skills and experience:
- Demonstrated experience in performing gap fit analysis and impact analysis;
- Experience in documenting business processes, business requirements, and system requirements;
- Experience working with both the business users and IT development teams to ensure business requirements are properly reflected in the system design and technical specifications;
- Demonstrated experience in the analysis and planning for the modernization of large, complex multi-platform, multi-tier information technology systems;
- Experience supporting business users working on projects or programs involving multiple highly inter-dependent applications and/or data sources;
- Proven ability to lead business users to the successful completion of an assignment of this nature, magnitude, and complexity, and demonstrated ability to help them achieve the desired business benefits on schedule and within budget;
- Experience working on projects within a multi-client/partner environment;
- Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills;
- A team player with the ability to coordinate multiple projects with competing priorities and strict deadlines; and
- Experience in dealing with system solutions related to funding calculations, financial information management, and web-based n-tier technology implementation.
