Responsibilities
The responsibilities of the Privacy Impact Assessment (PIA) Specialist include:
•Conducting PIAs: Lead the process of identifying, assessing, and mitigating privacy risks associated with new or modified programs and activities that involve personal information.
•Collaboration with Program Areas: Work with program areas to obtain background information and assess the nature of the work, including program objectives, planning, reporting context, and available data sources.
•Privacy Implications: Identify privacy risks within programs and activities, considering their implications, and outline the approach and scope for the PIA.
•Stakeholder Engagement: Liaise with internal program managers, privacy advisors, IT security, departmental security, and legal counsel (if required) to complete PIAs.
•Documentation: Produce final PIAs that are compliant with government policies, Treasury Board Services (TBS) requirements, and the Office of the Privacy Commissioner of Canada (OPC) standards. Ensure the PIA is ready for signature and submission.
•Project Planning: Develop a project plan within 5 business days of the initial meeting with the client, including an outline of the scope and milestones for completing the PIA.
•Risk Assessment: Evaluate privacy and security risks related to the collection, retention, use, disclosure, and accuracy of personal information.
•Feedback Integration: Address all feedback received from stakeholders to ensure the final PIA meets requirements and satisfies project authorities.
•Compliance Monitoring: Ensure that PIAs are in line with the Privacy Act, Treasury Board Policies, and any relevant directives and regulations.
Qualifications
The qualifications for the Privacy Impact Assessment (PIA) Specialist role include:
Mandatory Requirements:
1.Experience with Federal Government:
oA minimum of one (1) year of experience working with a Federal Government Department, Agency, or Crown Corporation, where the resource(s) have engaged with senior officials to assess government programs involving sensitive personal information, drafted PIAs, identified privacy risks, and proposed mitigation actions.
2.Knowledge of the Privacy Act:
oA minimum of five (5) years of experience within the last ten (10) years in administering and interpreting the Privacy Act and related regulations, particularly sections 4-8, addressing complex and contentious issues.
3.Experience with Complex PIAs:
oA minimum of five (5) years of experience within the last ten (10) years in writing, reviewing, preparing, and coordinating sensitive or complex PIAs involving sensitive personal information or multiple functional program areas.
4.Policy Development:
oA minimum of three (3) years of experience within the last five (5) years developing privacy-related policies and documents (e.g., privacy protocols, consent statements, privacy notices, and providing advice to federal government entities).
Point-Rated Requirements (Desirable but not mandatory):
1.Experience in National Security Portfolio:
oExperience working with the Federal Government within the National Security Portfolio.
2.Complex PIA Experience Involving Disclosures:
oExperience writing, reviewing, and analyzing complex PIAs involving disclosures between federal institutions (e.g., ESDC, PHAC/HC, VAC) or between federal institutions and other jurisdictions.
3.Experience with Sensitive Categories of Information:
oExperience completing PIAs and/or privacy risk analysis for programs involving sensitive categories such as harassment, grievance, national security, police investigations, or programs involving confidentiality and anonymity of participants.
4.Liaison with Privacy Oversight Bodies:
oExperience liaising with the Office of the Privacy Commissioner and Treasury Board Secretariat in relation to feedback or recommendations on Privacy Impact Assessments.
5.Privacy Policy and Directive Development:
oExperience in developing privacy policies and tools that comply with the federal Privacy Act and Treasury Board policy requirements.
6.Privacy Training and Development:
oExperience providing privacy training and developing privacy professionals, as well as delivering briefings relating to relevant jurisprudence.
Key Skills and Attributes:
•Autonomous Work: Ability to work independently with minimal supervision.
•Strong Communication Skills: Excellent verbal and written communication skills for presenting PIAs and presenting findings to senior authorities.
