One of our clients is currently looking for an HR Manager with public sector experience. The ideal candidate will have worked for small to medium sized businesses supporting 200 employees or less. Experience with labour relations such as managing grievances, interpretation of collective agreements negotiations is essential. We are looking for someone well versed in all areas of HR including payroll and who is comfortable in a hands-on manager role. The HR Manager will supervise and mentor an HR Generalist, ensure that the HR needs of the business are met and develop a strategic HR plan for the organization.
More precisely, your principal responsibilities will be the following:
- Employee Relations: act as a point of contact for employees for issues such as policies, benefits; communicate new policies and procedures; resolve any ER issues
- Recruitment: lead the recruitment process; support the hiring managers during the process; advise and make recommendations to managers; negotiate offers; work with staffing agencies when required; develop recruitment best practices
- HR Policies: develop and update HR policies and procedures, ensure compliance with legislation, communicate policies to employees in an effective manner
- Management Relations: act as an advisor and consultant to all mangers; coach managers to help them get the most out of their teams; participate in management meetings
- Training and development: on-boarding, orientation, identify gaps in the workforce and create and coordinate training programs to fill those gaps,
- Performance Management: oversee the annual performance review process; assist managers with addressing performance issues; work with managers and employees on development plans
– Labour relations: Interpret the collective agreement, participate in negotiations, develop and maintain effective relationships with the union
- Payroll, Compensation & Benefits: oversee payroll and act as a backup for the HR Generalist; job evaluations and classifications, conduct market research on compensation and make recommendations on compensation rates and plans; oversee the benefits program; ensure compliance with Pay Equity act
- HR Strategy: working with senior leaders to develop and implement short and long term strategic HR plans for recruitment, retention, employee engagement, reward and recognition, succession planning, training and development
- Other responsibilities: ensure all health and safety requirements are met, prepare and analyze reports on key HR metrics, ensure all employee files are up to date, other HR projects as required
Requirements:
- University Degree or Diploma/Certificate in Human Resources
- CHRP designation is a must have
- Minimum of 8 years of experience in Human Resources, with at least 4 years in a manager role
- Experience working in unionized environments
- Demonstrated experience in all areas of HR and the ability to be strategic and manage the day to day HR operations
- Highly knowledgeable about ESA and employment legislation
- Ability to build and maintain effective relationships with all employees
- Solid leadership skills and ability to negotiate and influence others
- Ability to inspire confidence, high level of integrity and diplomacy
- Detail oriented, organized, excellent verbal and written communication skills
- Intermediate to advanced computer skills: MS Office, HRIS systems
